Did you flunk geography? Arizona is hundreds of miles away from South Texas. Oh, and NEW Mexico is between Arizona and Texas, too. And the RIO GRANDE is OUR river, too. We're talking flooding in the US here. We've been complaining about illegals for years...but it has absolutely nothing to do with flooded rivers.
