Cop At Home Has Persistent Census Worker Arrested
Russell Haas Says He Was Trained To Encourage Residents To Participate In Census, Just Following Federal Law

Census worker Russell Haas has come to expect a little resistance when he goes door to door to count the residents of the rugged communities near Hawaii's Kilauea volcano. He didn't expect to get arrested.

An attempt to get one resident, a county police officer, to fill out Census forms landed Haas in the back of a patrol car with a trespassing charge.

The case is now in federal court, the latest example of disputes this year between Census workers protected by federal law and residents who don't want to deal with them. It has created a rare instance in which federal prosecutors have stepped in to serve as criminal defense attorneys.

"I was trained to encourage everybody to be in the Census," said Haas, 57, a former New Jersey police officer.

Census officials weren't aware of any other case where federal lawyers are defending an arrested employee.

Nationwide, Census workers have met more hostility than they did in the last count a decade ago. The agency tallied 436 incidents involving assaults or threats against its 635,000 enumerators through June 29, more than double the 181 incidents in 2000.

The increase came amid the resurgence of anti-government sentiment in the past year.

The Census intends to finish its count by the end of August, said Celeste Jimenez of the Los Angeles Regional Census Center.

"It is important for residents to participate," she said. "It affects how over $400 billion of federal funding are allocated each year to states for infrastructure and services such as hospitals, job training centers, schools, emergency services."

Hawaii had one of the nation's lowest response rates in the 2000 count, and officials focused on getting a more accurate tally in 2010. They've tried to encourage people, especially Native Hawaiians, to be counted so the state gets its fair share of federal dollars.

In the Big Island's Puna district — a craggy rural area where residents value privacy, independence and the simple life — Haas said he anticipated some resistance, especially from the area's Vietnam War veterans and marijuana growers.

Instead, most of them took the census forms without a fight, "even the angry ones," he said.

When he went out on March 20, he said, he found trouble when a resident refused to accept Census forms and told Haas to leave his fenced property. Census workers are told in their manuals that they should do their best to gain access to areas surrounded by gates.

"When this guy showed me his badge, I went, 'Dude, you have to be in the Census, what are you talking about?'" Haas said.

The resident continued to refuse to take the Census, and Haas said he waited outside a chain-link fence while the resident called his co-workers at the Hawaii County Police Department.

When police arrived, instead of asking the resident to accept the forms as required by federal law, the officers crumpled the papers into Haas' chest and handcuffed him, Haas said. The department hasn't released the name of the officer who told Haas to leave his property.

Haas said he told officers that it was his duty to leave the Census forms with the resident, and that he would leave as soon as he did it.

The officers were enforcing state law and had not been trained on the federal Census law, Hawaii County Police Maj. Sam Thomas said.

Right on! I called the sheriff on one who doing the GPSing. I have not been bothered by census workers since.

FUCK THE FEDS. I mean TOTALLY FUCK THEM and their "laws". A trend is afoot and it is in the direction of liberty. The sooner this federal gov't is abolished, the better.

This is so on target. Today I had a knock on my door as I was working on the computer at my home-based office. I thoght it was a process servier, that is another story. It was a census worker, back, AGAIN! He was told to come back.

I have a mobile home behind my house, I live in both residences, the house and the trailer. They came back to verify the trailer was vacant. I told them once, it is vacant. They came back so that I can tell them again. I am not hiding people. I just want to be left alone, no census workers, no process servers, no over-viagraed senior citizens. Please you have counted me and I add up to one. Enough is enough.

Make a big deal out of nothing.

Just take the census form from him/her. tell him/her the number of people in the home. throw away the form.

if the census worker demands more info, tell him/her to leave said property. if they wont, then call in the law.

The officer has a choice to do whatever makes him happy, the federal government has and is overstepping its authority on a daily basis, I sure as hell don't want on their list, they can count me fine, but there is absolutely no reason to fill out their questionair, thats just plain BS for them to even ask. You go ahead and follow all orders and directives, personally I choose non-compliance every time I get to choose, do you really think it matters how many people are in Hawaii - thats really Naive, they spend our money however they want, mostly give it away overseas or to crooked bankers, the federal government should not even be in the loop with our money, it should go directly to the states, then when all the Federal shit is satisfied they can have whats left over.

I never even knew there were census workers i've always got mine in the mail.. Census is stupid anyways. Sure you want to count me, take my money, then come back to do it the next year.

I think that this is a problem seldom addressed in society. When you feel that your personal rights have been violated, it is normal for people to resist actions of others.

In this case, the Officer felt he had a right to make the man leave without taking the papers, which he should have known better, since he probably gives out tickets that people are required to sign and take ALL the time, even though they do not feel like it...

The process server(Edit this to 'Census worker', leaving the original for honesty reasons.) felt his power was being challenged, so he stayed when he should have gone.

Int he end, both were wrong in what they did, because their ego's got in the way of smooth interaction.

If either would have simply acted rationally and without ego, this whole thing would not have happened.

The govt and crazy acorn nuts created this problem by sending out GPS agents prior to the LEGAL census-


Ten years is the time not 9 or 9 1/2=as they were not supposedly affiliated with Census but still tried to infer it...and then sending census workers into that is bogus


And most who have any sense know that

The actual distance that the GPS was to be done indicates a potential for a 'bomb' of sorts or a DRONE deployed onto sovereign people or even citizens...

I know I was not allowed the office he holds illegally and that is of tremendous concern-as we seem to be under attack domestically...on many fronts

We were "selected" for the extended census questionnaire, which I did not fill out. While I was away, caring for my mother, a census worker showed up at our home, and hubby got to deal with them. Of course, he eagerly answered all their questions (he's a sheep), whereas, I would have answered the basic, needed to know one...of how many people were in this household. Any other questions, they could kiss my arse! But thanks to hubby, they know our private matters...argh!

That's just it...the paper census wanted MORE than the Constitutional requirements. Therefore, because of such an intrusion upon our privacy and rights, IMHO, the entire form was null and void.

Ask me what is Constitutionally valid to ask, and no more...if I decide to give our MORE information of MY OWN FREE WILL, then so be it. But until I invited someone into my life and feel I want to share such private information, then they have NO RIGHT seeking such information.
