If tazers had been invented earlier, would the civil rights movement have succeeded?

If the government could have used projectile cattle prods instead of water cannons to quell civil disobedience, how far would the civil rights movement of the 60's have gotten? Would Obama be president even today, or would Jim crow still rain supreme? Is pain compliance an acceptable means to control the masses of not only cattle but people too? And more importantly, do peaceable citizens still have a presumption of innocence in both public and private anymore?
