In the Levant, looking for signs of war

BEIRUT, Lebanon, July 15 (UPI) -- Tension between Israel and Lebanon's Hezbollah is rising by the day. There now seems to be a real possibility of a new war that, if it isn't triggered by an Israeli strike on Iran, will almost certainly involve the Islamic Republic if hostilities do break out.

The July 4 death of Ayatollah Mohammed Hussein Fadlallah, Lebanon's most prominent Shiite cleric who was seen as a moderating influence on the Iranian-backed Hezbollah, may have bolstered the movement's militants at a critical juncture.

The new round of economic sanctions imposed on Iran in recent weeks by the United Nations, the United States and the European Union, along with a drive to shut down Iran's key trading post in Dubai through which it receives much of its contraband, have added to the tension.

Whether Iran's concerns of international isolation will mean Tehran will be inclined to prod Hezbollah into provocative actions against Israel remains to be seen.

Hezbollah's cross-border seizure of two Israeli soldiers on July 12, 2006, and killing of eight others, triggered a 34-day war in which the Shiite guerrillas fought a badly led and ill-prepared Israeli military to a standstill.

The Israelis have made little secret of their wish for a return match to hammer Hezbollah out of existence and the general feeling across the Levant is that conflict is all but inevitable.

A prime question is "When?"

In the meantime, the people of the Levant watch and wait and try to divine from the comings and goings of their leaders when the shooting might start.

Five days ago, Iranian officials said that President Mahmoud Ahmadinejad planned to fly to Beirut for a summit with Syrian President Bashar al-Assad, Lebanese President Michel Suleiman and Sheik Hamad bin Khalif al-Thani, emir of the Persian Gulf state of Qatar that has leaned toward Tehran for some time, and Hassan Nasrallah, Hezbollah's charismatic secretary-general.

No firm date was set for the trip, Ahmadinejad's first visit to Lebanon, the front line against Israel, but late July or early August were mentioned. That suggested there would be no upheaval before that period.

But Tuesday, Beirut's Al-Akhbar newspaper, reported that Ahmadinejad postponed his trip until after the holy Muslim fasting month of Ramadan. That starts Aug. 11 and ends Sept. 9, which from a religious point of view would be a more propitious time to engage in hostilities, if such is the intent.

The announcement of Ahmadinejad's unprecedented trip to the war zone brought to mind his visit to Damascus, the Syrian capital, in late February when he held what was widely seen a council of war with Assad, the only Arab state allied with Iran, and Nasrallah.

Soon after that gathering in Assad's Damascus palace, the Israelis accused Syria of supplying Hezbollah with hundreds of Scud ballistic missiles capable of hitting anywhere in the Jewish state.

That heightened the tension, although no one is really sure Hezbollah got any Scuds. It is, however, widely believed to have got Syrian M-600 missiles, which are more accurate and deadlier than the Scuds.

With these words, the President of the European Commission José Manuel Barroso thanked yesterday the Grand Master of the Sovereign Military Order of Malta, Fra’ Matthew Festing, for Collar "pro Merito Melitensi" bestowed on him “in recognition of the personal commitment in the service or your high functions at the Head of the European Commission since 2004 and for the interest he has taken in the Order of Malta, supporting its work with a profound humanitarian spirit”.

Stressed during the talks was the desire to strengthen health and humanitarian cooperation between the European Commission and the Order of Malta, with joint humanitarian projects already in place in the Congo, Thailand, Cambodia and Myanmar, and to help protect the Holy Places and inter-religious dialogue.

The ceremony took place in the Magistral Villa in Rome and was followed by a gala dinner attended by some hundred ambassadors and Italian and Vatican institutional personalities, including the Italian Minister for European Politics Andrea Ronchi and Cardinal Jean Louis Tauran, President of the Pontifical Council for Inter-religious Dialogue.

The Grand Master thanked President Barroso for the “excellent relations” between the two institutions, further stimulated by the signature in Brussels last year of the Cooperation Agreement between the European Commission and Order of Malta, in particular in the healthcare and emergency relief sectors.
Among the projects underway, he recalled, was that of freedom of access and protection of religious sites worldwide: “we believe that a clear comprehension of the nature of the Holy Places, of their universal dimension and of their specific characteristics,” he said, “is a precondition for safeguarding their religious significance and preventing them being exploited for reasons that have little to do with religion or cultural patrimony protection. He confirmed that the Order wants to extend its actions in the Middle East and particularly in the Lebanon, where “the preservation of its cultural diversity and the presence of Christians are at stake”, to support stability in the Mediterranean and help prevent conflicts.

As president Barroso said, faced with an “unprecedented economic and financial crisis” and during the European Year for Combating Poverty and Social Exclusion, the European Union’s priority is to create jobs and “qualified employment” for European citizens. “We cannot close our eyes,” he said, “to the fate of 80 million of our poor fellow citizens, of which 19 million are minors”.The Order of Malta and the European Union must “oppose with determination and above all with our values” the negative values created by the economic crises that “offer a breeding ground for populism, individualism and egoism”. “More than ever,” he said, “we have to take action against instability and injustice with the ideals of justice and solidarity that inspire your Order”.

This was the first visit of a European Commission president to the Order and the second meeting between José Manuel Barroso and the current Grand Master.

Israeli Army to simulate invasion of south Lebanon

BEIRUT: Israel will simulate moving machinery and personnel into south Lebanon amid fears that Hizbullah will target main transport arteries in any future conflict, Israeli media reported Thursday.

The Jerusalem Post said that the test would be conducted in computerized simulations.

“The [Israeli Army] is working under the assumption that most of the ground battle will be fought in an urban setting, inside the 160 or so villages throughout southern Lebanon where Hizbullah is believed to have hidden most of its military infrastructure,” the paper wrote.

It added that “Hizbullah has heavily mined roads leading to southern Lebanese villages, aware that the ground offenses will include tanks and armored personnel carriers.”

Two weeks ago, the Israeli Army released military-intelligence images of southern Lebanese villages, including purported missile silos belonging to Hizbullah in Al-Khiam. The paper quoted an anonymous senior Israeli Army officer as saying that it expected Hizbullah to target transport lines in the event of another war.

“Hizbullah will likely allow the [Israeli] military force to reach its target point and then begin striking at the supply lines which the forces in the field will need to secure,” the officer said.

A percussion bomb has exploded near the Egyptian embassy in Beirut, injuring one person, says a Press TV correspondent in the Lebanese capital.

The explosion took place on Wednesday about five kilometers (three miles) from the Egyptian embassy in Beirut. The explosive device had been placed under a car at the complex housing the country's engineering trade association in Wata al-Moutssabieh, Beirut.

A Syrian worker who was in the area at the time of the explosion sustained minor injures when the explosion took place in an underground parking lot in the capital city, according to police sources. Four cars were also damaged in the incident.

The incident comes amid the ongoing political instability in Lebanon, specifically over the tribunal investigating the assassination of former Lebanese Prime Minister Rafiq Hariri back in 2005.

Soldiers rushed to the scene following the explosion, which caused panic in the area.

Beirut is currently on high alert for the imminent publication of the result of a United Nations tribunal for Lebanon's inquiry into the 2005 murder.

Deadly Israel-Lebanon border clash

Lebanon says Israeli troops crossed the border, but Israel denies this

At least three Lebanese soldiers and a journalist are reported killed in an exchange of fire with Israeli troops along their shared border.

Two Israeli soldiers were injured in the incident near the Israeli town of Kiryat Shemona, the army said.

The Lebanese say they opened fire after Israeli troops entered Lebanon. The Israelis deny crossing the border.

It is the first serious clash there since the 2006 conflict between Israel and Lebanese Hezbollah militants.

Israel's foreign ministry warned Lebanon of "consequences" if violence continued.

"Israel views the Lebanese government as responsible for this serious incident," a ministry statement said.

In a statement, Lebanon's Prime Minister Saad Hariri condemned Israeli "aggression" and said Lebanese sovereignty had been violated.

The Lebanese army says Israeli soldiers crossed the border to uproot a tree in the Lebanese village of Adaysseh which was blocking their view.

A Lebanese army spokesman said it had fired warning shots and Israel had responded with fire from artillery positions and helicopters.

The army confirmed to the BBC that three of its soldiers had been killed and four wounded. The al-Akhbar newspaper confirmed that one of its journalists had also been killed.
Restraint urged

Hezbollah's al-Manar television said an Israeli high-ranking military officer had also been caught up in the shooting, but this was not confirmed.

The Israeli Defence Force (IDF) said its forces had been working on its side of the border near the town of Kiryat Shemona, when they received warnings to leave the area.

Hizbullah chief calls Lebanese army 'heroic'

In a televised speech on Tuesday night, Hizbullah chief Hassan Nasrallah described the Lebanese army as 'heroic' following an exchange of fire that left one Israeli soldier and four Lebanese dead.

According to DPA, Nasrallah warned that Hizbullah is standing by to help the Lebanese army.

Iran praises Beirut trilateral summit

Iranian President Mahmoud Ahmadinejad has hailed Lebanon's move to arrange the recent trilateral summit with Saudi Arabia and Syria.

Commending the summit which was held in Beirut, the Iranian president said the meeting foiled Israel's attempts to sow seeds of discord among Syria, Lebanon and the resistance movement Hezbollah.

Ahmadinejad made the remarks in a meeting with visiting Lebanese Foreign Minister Ali al-Shami in Tehran on Sunday.

Tehran reassured Beirut that it will stand beside the Lebanese nation in case of any military threats from Israel.

Al-Shami, in his turn, hailed Iran's support for the Lebanese nation during the Israeli aggression in 2006.

Earlier on Sunday, the Lebanese minister met his Iranian counterpart and Secretary of Supreme National Security Council.

Iranian Foreign Minister Manouchehr Mottaki told al-Shami that the Iranian government and nation will fully support the Lebanese and Syrian nations and governments in the face of a possible Israeli aggression.

The Iranian minister further added that the three countries are constantly exchanging views about Israel's war threats and said Iran will offer any assistance to Lebanon and Syria.

The head of the Supreme National Security Council, Saeed Jalili, said that the "power of resistance and unity of the Lebanese Army does not let the Zionist regime to even cut a tree."

“Earlier, the Zionist regime could advance to the borders of Beirut fearlessly. Today the Zionist army gets a strong response from Islamic resistance for cutting a tree near the border,” Jalili said.

Al-Shami and Jalili also discussed trends in regional cooperation, expansion of bilateral ties and emphasized the importance to promote unity and resistance.

On Wednesday, Israeli and Lebanese troops exchanged fire when Tel Aviv moved to uproot trees on the Lebanese side of the border line, claiming that they were blocking its border monitoring cameras.

Ahmadinejad to visit Lebanon after Ramadan: FM

TEHRAN — Iranian President Mahmoud Ahmadinejad will visit Lebanon after the Muslim fasting month of Ramadan, a top official said Sunday, as Tehran pledged its support to Beirut and Damascus in face of any "aggression" from Israel.

"The president will go to Lebanon at the first occasion after Ramadan," Foreign Minister Manouchehr Mottaki said at a joint news conference with his visiting Lebanese counterpart Ali al-Shami.

The holy month, during which the Muslim faithful abstain from eating, drinking, smoking and having sex during daylight hours, is expected to begin on Thursday in Iran, depending on the sighting of the new moon.

The last visit by an Iranian president to Lebanon was by reformist Mohammad Khatami in May 2003, while Lebanese President Michel Sleiman had visited Tehran in November 2008.

Mottaki also pledged Iran's support to Lebanon and Syria against any threats from Israel.

"The government of the Islamic republic and the Iranian nation are standing with the Lebanese and Syrian governments and nations against the aggression and threats of the Zionist regime," Mottaki said.

He said Iran was holding continuous consultations with Beirut and Damascus and Tehran is "ready to answer positively any request from its brothers."

Michael Howard leads MPs' call for full inquest into
the death of weapons inspector Dr David Kelly

Former Tory leader Michael Howard tonight put himself at the head of a powerful all-party campaign to force a full inquest into the death of Ministry of Defence weapons expert Dr David Kelly.

Mr Howard, Conservative leader when the Hutton Report found Dr Kelly took his own life, said: ‘In view of the growing number of relevant questions that have arisen and cast doubt on the conclusions reached by Lord Hutton, I believe it would now be entirely appropriate for a full inquest to be held.

‘Recent evidence by the first police officer on the scene, together with new statements by doctors, raise serious questions which should be considered. This has been on my mind for quite a while and recent events have crystallised my view.’

Mr Howard, now a leading Tory peer, was backed by Labour leadership challenger Diane Abbott, two former Labour Defence Ministers who served in Tony Blair’s Government and a number of senior Tory, Lib Dem and Labour MPs.

They spoke out amid signs that the Government is prepared to act in response to the growing demands to resolve questions over the circumstances of Dr Kelly’s death.

It emerged yesterday that Attorney General Dominic Grieve is ready to meet the group of senior doctors who last week claimed Dr Kelly could not have committed suicide in the way described in Lord Hutton’s report.

Mr Grieve has already indicated he is ready to ask the High Court to order a full inquest if he believes there is sufficient evidence to cast doubt on Lord Hutton’s verdict.

And Justice Minister Ken Clarke was yesterday urged by a Cabinet colleague to scrap Labour’s unprecedented 70-year embargo on releasing Dr Kelly’s medical records, including the results of the post-mortem examination.

War preparations are reported by debkafile's military sources in Tehran and Damascus.
In Tehran, Iran's Revolutionary Guards announced Friday, Aug. 20: "IRGC is in full readiness to encounter firmly with the stupidity of the US and the Zionist regime."

In Damascus, Syrian prime minister Naji al-Otari gathered his ministers and heads of security and emergency services Thursday and ordered them to place all their services on immediate war readiness.

And sources close to the Palestinian Authority leader Mahmoud Abbas quoted him as saying that direct talks with Israel were not in the offing because "a big military surprise awaits the Middle East."

On Thursday, too, Tehran pitched its threat level high by warning that any attack on Iran's nuclear sites would be met by the IRGC "targeting the interests of the enemies in any part of the world."

Some Iranian sources have suggested that Israel's obsessive preoccupation with the Galant scandal (over a forged document designed to influence the choice of the next Israeli chief of staff) is a smokescreen for masking preparations for an imminent attack on Iran's nuclear facilities.

In the United States, respected commentators this week talked and wrote openly about a possible war over Iran's progress toward a nuclear bomb capability.

Former US ambassador to Israel, Martin Indyk, who has excellent connections in Washington and Jerusalem, wrote: "The United States is more likely than Israel to launch an attack on Iran."
Lawrence Eagleburger, former US Secretary of State, had this to say about the activation of Iran's first reactor at Bushehr Saturday, Aug. 21: "The world's going to war over this. If Iran gets the weapon it's going to use it."

He urged an attack on Iran before it obtained a bomb.

Some other US experts suggest the world powers would wait longer than 11 months before weighing an attack, whereas informed American sources are talking for the first time in 14 months about a possible US-led multilateral Western attack on Iran which, according to debkafile's military sources, would be in conjunction with Germany, Britain and France.
In the first week of June, 2009, those sources note, US, UK and French forces carried out a joint exercise at the French Canjuers training facility near Toulon, simulating a marine attack with close air support on Iranian ground targets

British planes took off for the exercise from airbases in the UK, while US warplanes flew in from the USS Harry S. Truman and French jets from their carrier, the Charles de Gaulle. It was their first display of strength, in which the German frigate FGS Hessen also took part, for a combined air-sea-ground war offensive.

The Truman and the Hessen are currently stationed in the Gulf of Oman opposite the strategic Straits of Hormuz.

The Obama administration has turned to the Central Intelligence Agency's station chief in Afghanistan to troubleshoot Washington's precarious relationship with President Hamid Karzai, propelling the undercover officer into a critical role normally reserved for diplomats and military chiefs.

The station chief has become a pivotal behind-the-scenes power broker in Kabul, according to U.S. officials as well as current and former diplomats and military figures. In April, when Mr. Karzai lashed out against his Western partners, it was the station chief who was tapped by the White House to calm the Afghan president.

The station chief's position became more crucial following the June firing of Gen. Stanley McChrystal, perhaps the only other senior American who had a close relationship with Mr. Karzai, U.S. officials say.

The unusual diplomatic channel is in part a measure of how fragile U.S. relations with the mercurial Afghan president are.

"Karzai needs constant reassurance," said one former colleague of the station chief, and the chief is his "security blanket."

The CIA's prominent role in Afghanistan is fraught, the spy agency having clashed at times with the official diplomatic mission. That has complicated the civilian component of the U.S. military surge.

In particular, the station chief's role has led to tensions with the U.S. ambassador to Afghanistan, Karl Eikenberry. Officials said the ambassador objected last fall to the return to Kabul of the station chief, who had held the same post earlier in the war. Mr. Eikenberry declined to comment, as did the State Department.

The relationship with Mr. Karzai isn't handled on a daily basis by the station chief; rather, he is called on at critical times. With the administration trying to get all of its leaders in Afghanistan on the same page following Gen. McChrystal's dismissal, others including Mr. Eikenberry and new Allied commander Gen. David Petraeus, as well as senior North Atlantic Treaty Organization officials, also are working to build closer relations with Mr. Karzai.

Some officials worry the U.S. dependence on personal relationships to deal with Kabul is insufficient. It's "becoming a substitute for a political approach to the Afghan government that is really missing," said one former military official.

The Obama administration said that it isn't overly reliant on personal relationships, and that its focus is on establishing broad shared policy goals. "If we have agreement about the strategic direction and the goals we're trying to achieve, we can weather those periods of tension," a senior administration official said.

The CIA said it doesn't discuss individual officers serving overseas. "Our chiefs are chosen for their operational skill, leadership ability, and area knowledge," said George Little, a CIA spokesman.

The station chief, a former Marine in his 50s, is known to some colleagues by his nickname, "Spider." The CIA didn't make him available for an interview.

Besides his relationship with Mr. Karzai, he serves the more traditional role of running CIA operations in Afghanistan, a growing component of the war. The CIA is expanding its presence there by 20% to 25%, in its largest surge since Vietnam. The several hundred officers assigned to Afghanistan outnumber those in Iraq at the height of that war.

The station chief has had a close relationship with his military counterparts. He and Gen. McChrystal forged ties in Iraq and Afghanistan, colleagues say.

The chief met Mr. Karzai before the Afghan war, when U.S. officials were working with Mr. Karzai and other Afghan tribal leaders against the Taliban. Mr. Karzai was in Pakistan, where the chief and his intelligence colleagues were trying to hunt down Osama bin Laden and al Qaeda. After Sept. 11, 2001, as the CIA prepared for the U.S. invasion to rout al Qaeda's Taliban protectors, the chief was assigned the job of working with Mr. Karzai.

"He's spent time with Karzai like no one else has," said a former senior intelligence official.

In the chaos of battle in December 2001, a U.S. military officer accidentally ordered a bomb drop on a meeting between Mr. Karzai and other tribal leaders. The chief leapt on Mr. Karzai to shield him, U.S. and Afghan officials say. He was credited with saving the soon-to-be Afghan president, cementing their relationship.

A senior Afghan official said Mr. Karzai and his staff appreciate the chief's straightforward approach. The official recalled frank early discussions between Afghan and CIA officials about complicated issues such as the need to work with criminals and warlords who wielded power.

The chief was part of a team that launched Operation Anaconda, a 2002 offensive against al Qaeda involving CIA operatives, U.S. Special Forces and Afghan fighters. When Afghan forces came under fire, the chief led them to safety, said former colleagues, earning an agency award for heroism. That operation also bolstered the relationship with Mr. Karzai.

Earlier in life, the chief left the Marines in the 1970s to join the CIA's paramilitary operations unit, known as the Ground Branch of the Special Activities Division. Agency veterans say the unit was active in the 1980s in Central America and helped train Afghans then fighting Soviet forces. He served as a base chief in Bosnia and later spent time in Iraq.

In 2004 he began his first stint as station chief in Kabul, where the focus was hunting down high-value targets. He also began his role of smoothing out rough patches with Afghanistan's president.

"Karzai goes through these moods, and [the station chief] was one of the people who could get through to him," said a former Western military official.

The CIA rotates station chiefs frequently. When Kabul was due for a new one last fall, the leading candidate didn't pass muster with the State Department or Mr. Karzai, people familiar with the matter said. Mr. Karzai pushed for the return of the former station chief, then in the U.S. and considering retirement. The CIA's appointment went through despite the opposition of Ambassador Eikenberry, officials said.

The station chief returned to Afghanistan for an unusual second tour in late 2009 just before a CIA disaster—seven officers killed by a Jordanian informant who turned out to be a double agent and suicide bomber. The chief isn't considered responsible for missteps in handling the agent, say people familiar with the CIA's review of the incident.

Winning Mr. Karzai's cooperation is central to U.S. strategy, especially when controversies arise over issues such as corruption and handling reconciliation with Taliban members. The Afghan president doesn't trust many of the U.S. officials assigned to his nation.

Mr. Karzai unleashed a round of anti-Western invective this spring. He complained of meddling in the Afghan elections and later went so far as to suggest he might be compelled to join the Taliban if he didn't succeed in wresting control of election oversight from the United Nations.

WASHINGTON, Oct. 5 (Xinhua) -- A U.S. State Department spokesman said on Tuesday that Iranian President Mahmoud Ahmadinejad's plan to tour southern Lebanon is "not a good idea."

He also accused the Islamic republic of undermining Lebanon's sovereignty.

"We don't think that his (Ahmadinejad's) travel to that part of Lebanon is a good idea," said State Department spokesman Philip Crowley, although he admitted that it is up to the Lebanese government to make the decision.

Ahmadinejad will arrive in Beirut on Oct. 13 for a two-day official visit. He is scheduled to tour southern Lebanon and inspect the town of Maroun al-Ras, which witnessed severe clashes between Hezbollah and Israel in 2006.
