Crime against nature and\or Crimes against Humanity. I think GLP could start with petitions toward a class action law suit on behalf of the people affected by the spill. IE "Gulf Coast residents Including but not limited to Business owners, Property owners and renters affected by:

Health
Property loss\damage
Vehicular loss\damage
Damage to, or loss of ones sea worthy Vessels
Loss of work; loss of work due to health

These damages affecting residents are not limited to individualism. As one resident may be affected by multiple hardships at the same time.
