Back in the day, people were allowed to have cannons.

Today they should be allowed to have mines, anti-air missiles, anti-tank missiles and mortars IMO.

Yep, you are correct. Lawfully speaking, the Government cannot own or possess anything the people cannot own or possess.

The 2nd speaks of 'arms' which are not just firearms, but those seem to get all the attention.
