It's social engineering. America is really under the thumb of a lot of social engineering because of one guy- David Rockefeller. I believe the Rand Corp. is heavily into that. Rockefeller and his evil cronies have been social engineering American society for decades, all toward their fucked up imaginary "new society" where everyone wears a white robe, skips along a rainbow and is periodically sacrificed to the man eating morlocks of moloch.

The scenarios they present are not "plans". There are warnings about the possible directions that the future could take. They seem to be promoting the "Clever Together" scenario as the best of the four possibilities.
