Just a sidenote:
The farmers causing lots of dust, meaning wind erosion, just show that they're doing the wrong cultivation, e.g. to heavy intensive machinery, in the wrong place, e.g. on soils too light, at the wrong time, i.e. when it's too dry. They probably also use too much mineral fertilizers and not enough organic fertilizers (manure, or better mulch and compost) to built humus which would stabilize the soil together with lime.
That way they destroy their soils. Not the first time this happened in the USA, since the whole middle of the country is now still largely depopulated from the large sandstorms during the 1930s or so (can't remember exactly) that the settler's caused by ignoring the properties of the light, sandy soils there, ploughing them over to remove the protective layer of grass and just trying to apply their cookie-cutter-approach of growing wheat and vegetables on these soils.
Please don't get the wrong impression, though - these are quite surely not the EPA's reasons...

According to the EPA, the new nuisance dust levels would be reached by a truck driving down a dirt road. Regulation is good and all, but when it is ratcheted up so high it is now impeding every aspect of life. According to the EPA the local dirt track speedway would have to be shut down. I believe the EPA exists to subvert the regular people from doing anything, while simultaneously allowing big corporations to dump and pollute left and right. Time to dismantle the EPA and entire crooked dept of the interior. Ken Salazar should be under investigation, and if you are a federal employee of said dept. you probably shouldn't have your job. Time to restructure the EPA, FDA, FCC and all the other agencies that exist to stop citizens from progressing and allowing corporations to rape and ruin us. For shame you gov defenders of our environment, you have failed, epically!
