When industry does not know how they are going to be impacted they do not hire, they let people go, and they hoard their cash. I believe that I read in the Post and the Journal that industry (non-financial) is sitting on about 2 trillion dollars.

Now if the administration was pro-business, this money would be used and people would have jobs.

Anything Obama inherited, he has made it ten times worse.
His second week in office he said if he didn't get his stimulus money the economy might never recover and so he got it.

And used it to run the economy into the ground even more. Now he's holding on to enough of it to buy votes to get him reelected.
