Who says its ok for blacks to call each other by that word?

I've heard many, many, many people say that word is demeaning and inappropriate no matter who says it.

Kind of like the word "cunt".

So who is the "authority" on the use of this word?

Or is this just another manufactured controversy cooked up by yet another dishonest media loudmouth in search of attention?
