The Sheriff has already said that his department is working to cooperate with the feds but that the feds have not told him exactly what they're investigating.

The problem is that the feds are not being clear about what they want. They're saying that the sheriff is refusing to cooperate but have not bothered to tell the sheriff what he's supposed to be cooperating about. It sounds to me like the feds are on a fishing expedition.

Lawsuits and "investigations" of this sort are often about living conditions inside prisons. Since the Sheriff is famous for housing prisoners in tents it sounds like some construction companies want a shot at building a decent prison, the banks want to finance it, and the Hispanics want to build it!!!
