They have. And they're worried about what the NSA is planning.

For starters, there's a Wired.com report that claims the NSA has teamed with Homeland Security to get around any legal entanglements, hinting at a justification for spying on U.S. citizens. And a story in The Economist declares a new cyberwar that involves secret cyber-weapons and cyber-armies from Iran, North Korea, and Russia attacking utility companies and the grid.

Under the $100 million program, the nation’s top spying group will embed surveillance probes in privately owned networks to look for suspicious behavior, the Journal’s Siobhan Gorman reports. The NSA, which has the dual responsibility for eavesdropping on other countries and defending .mil networks, has no authority to order companies to install its spying software, but cooperation can be achieved through a bit of arm-bending, according to the paper.

The NSA, part of the Defense Department, is getting around a broad prohibition against the military operating on U.S. soil by pairing with Homeland Security on the program. The move to expand the NSA and government computer-security defenses beyond the government’s own networks is unprecedented, but not unexpected. Nor is the creepy, Orwellian name “Perfect Citizen” unusual, following the trail blazed by the ostensibly defunct Total Information Awareness project.

The latest and most comprehensive bill to change how agencies secure their computer networks is on the fast track.

Sen. Joseph Lieberman (I-Conn.), one of the principle sponsors of the Protecting Cyberspace as a National Asset Act of 2010, says the Homeland Security and Governmental Affairs Committee, which he is the chairman of, will hold a hearing June 15 and mark the bill up about a week later, June 23. He wants to report the bill out of committee before the July 4 recess.

The bill now becomes one of more than 40 introduced during the 111th Congress. Some of the more prominent bills include the Cybersecurity Act of 2010 from Sens. John Rockefeller (D-W.Va.) and Olympia Snowe (R-Maine), the International Cyberspace and Cybersecurity Coordination Act of 2010 from Sen. John Kerry (D-Mass.), the Cybersecurity Enhancement Act of 2010 from Rep. Daniel Lipinski (D-Ill.) and several amendments to the House version of the Defense Authorization bill from Reps. Jim Langevin (D-R.I.), Diane Watson (D-Calif.) and Yvette Clarke (D-N.Y.).

There has been much talk recently about whether Republicans and Democrats in Washington can produce a bipartisan clean-energy and jobs bill. The answer is: We already have. We are leading a bipartisan effort to put a lid on carbon pollution and in so doing unleash a massive investment in clean-energy technology. If we can tackle this issue in a predictable, transparent and free-market way, we can create millions of high-paying jobs while limiting the worst effects of climate change and reducing both our dependence on foreign oil and the risk of another oil spill.

Agenda 21, the UN blueprint for global transformation, sounds good to many well meaning people. Drafted for the purpose of creating "sustainable societies", it has been welcomed by nations around the world. I mean, if Reid were smart, he would just wait until after the weekend, you know, to proclaim cap-and-trade dead. Hmm. If it comes to Harry Reid, that's a giant, enormous "if." You know what I mean?

So, maybe he doesn't mind saying cap-and-trade is dead. Or there's another option. He doesn't mind saying that it's dead in Congress, because Congress no longer matters. They now have the financial bill and the health care bill. They got them both through. They're both law.

And as we're finding out every single day, there's a lot more than just health or finance covered in these bills. Joe Biden said, quote, "Now that all the heavy lifting is over, we can go out and make our case."

By way of brief background, in 1996 the FCC enacted rules requiring that wireless carriers set up systems by October 1, 2001, by which wireless callers could be located to within 125 meters at least 67% of the time. The key purpose of this rule was to allow emergency dispatchers at public safety answering points (PSAPs) to locate callers from wireless phones. This standard, known as the E-911 Phase II standard, was intended to be technology neutral, but seem to favor network based solutions, as opposed to GPS-enabled handset solutions.
