From all I've read here, Anu is returning BECAUSE the puppet masters are out of control and everyone is suffering because of it, including Terra. It is not "us" that will be punished, it is those at the controlling top that effected the changes that brought us to this point....

NO. Both are responsable. The first, small group, to act and destroy. Yes, to be out of control. The second, large group, who does NOT ACT. The first small group, should not act in a destructive way, as the second, large group should act to counter destruction, if it happens ! This is how it should be. Not this way.
