ST In BG may have been referring to those "higher up"...the puppet masters. I gather they are of their own kind...the Anunnaki that did not follow a code of ethics.

Are these in the 4th dimension that have a hold on certain ones in the 3rd dimension?

It is confusing, but what I don't understand is who is giving them permission to come in and clean house? Do they answer to a higher power? Are they the Galactic police?
