Wake up people, your civil liberties are under attack!

Stop the American Community Survey's abusive power. Contact your congressional leaders and demand they put a stop to it immediately.

There is a Bill HR 3131 which has already been introduced to Congress and is now in a few subcommittees. Once passed into law, the American Community Survey or ACS would become voluntary with the exception of a few questions.

It's best to contact those congressional leaders who have been selected in subcommittees for this bill but also, do call upon your congressmen/women and senators as well demand they put a stop to the ACS by making it VOLUNTARY or having it ABOLISHED all together.

Upon being approved the RNC will deliver a copy of the resolution to each of the Republican members of Congress, all Republican candidates for Congress, and to each Republican state and territorial party office.

If the Democrat's DNC would get on board as the RNC had recently done then bill H.R. 3131 may have a good chance of getting passed into law.

See what the director of the Census Bureau says about placing fines on those persons who refuse to respond to the Census. If you refuse to complete the survey then you may want to copy the Census director's statement off the below website and give it to the Census taker when he/she comes shows up at your door demanding that you complete the survey since it's required by law. There hasn't been anyone fined, penalized or imprisoned over the past years for not filling out the Census.

This is not the Census survey that comes around every 10 years I am referring to. I am fine answering only those questions that pertain to enumeration purposes. It is the American Community survey I have a serious problem with.

American Community Survey Questionnaire, Revealed

Here is a rough copy of the American Community Survey questionnaire.

You can decide for yourself whether itís too personal or not.

Start Here

The person filling out the form must first identify themself by first and last name. They must provide a phone number, the date, and how many people are living or staying at the address.

List of Residents

For each resident, the following is requested.

First and last name, gender, age and date of birth.
Relationship to Person 1, defined as one of various family members, roommates, SOs, etc.
Marital status
Whether youíre are Spanish/Hispanic/Latino.
What your race is.
I find it curious that they break out the Spanish/Hispanic/Latino and ask about them specifically. Perhaps an attempt to find about how illegal immigrants are migrating?

Housing Questions

A description of the building structure. For example a mobile home, one-family detached house, a building with two apartments, etc.
When the building was first built.
When did Person 1 move in?
How many acres?
In the past 12 months what were the actual sales of all agricultural products from the property?
Is there is business on the premises?
How many rooms are in the house?
How many bedrooms?
Does it have complete plumbing facilities?
Does it have complete kitchen facilities?
Is there telephone service?
How many automobiles are kept and used by members of the household?
Which fuel is used most for heating?
What was the electric bill last month?
What was the gas bill for last month?
In the past 12 months, what was the cost of water and sewer?
In the past 12 months, what was the cost of oil, coal, kerosene, wood, etc?
At any time during the past 12 months did anyone receive food stamps? If yes, what was the value?
Is it part of a condo? If so, what is the monthly condo fee?
Is the house owned by a resident with a mortgage or a loan? free and clear? rented for cash? occupied without payment of cash?
What is the monthly rent? does it include meals?
What is the value of the property? i.e. how much would if sell for if it were for sale?
What are the annual real estate taxes on the property?
What is the annual payment for fire, hazard, and flood insurance on the property?
Do you or any member have a mortage, deed of trust, contract to purchase, or similar debt on the property?
How much is the regular monthly mortgage payment on this property?
Does the payment include payments for real estate taxes?
Does the payment include payments for insurance (as listed above)?
Does a member have a second mortgage on the place? how much is the monthly payment?
If a mobile home, what are the annual costs for taxes, site rent, registration fees, etc.
Do you stay here year round?
How many months to the members stay here?
What is the primary reason the members are staying here?

Personal Questions

The following questions are asked of each person whose information was filled out in the 2nd section. Thereís 3-4 pages for each person to fill out there own portion. Most questions start with ďIs this personÖĒ
born in either in the U.S. (with a fill-in for state) or outside the U.S. (will fill-in for country)
a citizen of the U.S. (with choices for natural born, born abroad, naturalized, not, etc).
if not born in the U.S., what year did you come?
at any time in the last 3 months did you attend regular school or college? (choices for No, Yes-public and Yes-private)
What grade or level was this person attending? (range of educational levels)
What is the highest degree or level of school completed? (ditto)
What is the personís ancestry or ethnic origin?

How well does the person speak English?
Did the person live here 1 year ago?
Where did the person live 1 year ago? (fill in city, town, or PO)
have any of the following long-lasting conditions: blindness, deafness, or a severe vision or hearing impairment? a condition that substantially limits one or more basic physical activities such as walking, climbing stairs, reaching, lifitng, or carrying?
Because of physical, mental, or emotional condition lasting 6 months or more, does this personal have any difficulty in doing any of the following activities: learning, remembering, or concentrating? dressing, bathing, or getting around inside the home?
15 years or older only; because of a physical, mental, or emotional condition lasting 6 months or more, does this person have any difficulties going outside the home alone to shop or visit a doctorís office? working at a job or business?
females 15-50 only; given birth in the past 12 months?
have any grandchildren under the age of 18 living in this house?
is this grandparent currently responsible for most of the basic needs of them?

ever served on active duty? (variety of options, active now, active in the past year, on training, etc)
when did you serve? (list of all major conflicts, check as many as you need)
how many years of active duty service (less than 2, or 2 or more)?
did you do ANY work for pay or profit last week?
at what location did you work? fill in complete address of location
how did you get to work (checkboxes for all sorts of transportation types)
if an automobile, how many people rode in the car?
what time did you usually leave for work last week?
how many minutes did it take to get to work?
if you didnít work, were you laid off?
if you didnít work, were you temporarily off? on vacation? illness? labor dispute?
if you didnít work, have you been informed that youíll be recalled within the next 6 months?
if you didnít work, have you been looking for work in the last 4 weeks?
if you didnít work, LAST WEEK could you have started a job if offered one?
when did you last work? within 12 months? 1-5 years ago? over 5 years ago?
during the past 12 months, how many week did you work?
during the past 12 months, in the weeks worked, how many hours did you work each week?
were you an employee of (private for profit, non profit, government, state, self-employed, etc)

what kind of business is this, fill in
what kind of work are you doing, fill in
what were this personís most important activities or duties, fill-in
income section; wages, salary, commissions, bonuses, or tips from all jobs for last 12 months (fill in)
self-employment incoming from own businesse, including proprieteorships and partnerships last 12 months (fill in) interest, dividends, net rental incomes, royalty income, or income from estates and trusts,

Social security or Railroad, last 12 months (fill in)

public assistance or welfare payments or from the state or local office
retirement, survivor, or disability
any other sources of income; VA, unemployment, child support, etc
what was the total income during the past 12 months?

So...If you feel the above private info is fine to give out to the government then by all means feel free to do so. Only a very naive person would fill out the American Community Survey (ACS) with all the risk associated with the need to protect personal security. Letís see if I have this right...I am required by law to give up my private information to ACS which imposes fines from $100 (possibly up to $5,000 in fines/penalties) and even threatens me with imprisonment should I dare deny them of this information and yet, THEY DO NOT EVEN HAVE THE RIGHT TO PROTECT MY PERSONAL INFORMATION. Every act that creates something like the American Community Survey also contains provisions by which it is ABSOLVED of all responsibility for failure to protect this information. History shows, between 1942 and 1947, the data that was collected by the census bureau was handed over to the FBI and other organizations, at the request of President Roosevelt, and thatís how the Japanese were rounded up and put into the internment camps. OP here:

I received the American Community Survey a month or so ago but am still getting phone calls and mailings demanding I respond to the UN-American survey. This is a branch of the Census that has way overstepped its authority and it needs to be reined in now. We can stop this intrusive survey but we all need to put pressure on our congressional leaders to make it become VOLUNTARY or have it ABOLISHED all together.

I hear your frustration but it's really not a political party issue regarding the American Community Survey or ACS - It is, however, an American issue! I am a Democrat and am appalled and outraged over this survey! I am very discouraged with the Democrats and mainstream media for being silent on this intrusive survey, stripping us (All Americans) of our basic civil liberties. It must be stopped!

OP, when I got mine last spring. I only answered questions involving the census. The rest I did not answer. I called the local census, and told them that I would not answer the questions, and if they would like to persue me on the issue I was prepared to lawyer up and fight to the death. I haven't heard a word from them since. I am a member here but I am not logged in and I will not do so on topics like this.

Heh, I would like to see them put me in jail. They would have about 50 law suits up their asses in three days. And my family does not use shit for brains attorneys.

The American Community Survey (ACS) is sent out to 3 million households each year or sent out to 250,000 households each month. The ACS is not going away anytime soon unless we all act and demand from our congressional leaders to end it as it is currently written. Unlike the decennial Census which comes to your door every 10 years, the ACS is an ongoing process to where they collect your personal data each and every month of every year. The ACS uses tactics such as harassing letters, ongoing phone calls and visits to your home, banging on doors day in, day out and if you're not answering the door or not at home, they will then visit your neighbors in gathering survey data about you and your household members.

It doesn't matter if you fill out and return the survey back to the Census or not, since most times, they will still make your life a living hell. In my opinion, the census takers especially must be trained to use high pressured sales tactics to gather a person's personal information for their survey. I've read online, the census takers even get paid a bonus on top of their regular salaries for gathering personal data from those persons who didn't answer all of the questions, or from those persons who refused to answer the survey all together. Even if you sent in the survey and failed to answer every single one of the 70 some questions on the survey, in most situations, not all, the census takers will continue to come to your door while continuing to pressure you for more information.

Here's the deal...The Census spends billions of tax dollars to violate the rights and invade the personal privacy of U.S. Citizens. If we sit back and do nothing with an apathetic attitude, then we will continue to lose our basic civil liberties as bestowed upon us by the U.S. Constitution. Which stance on this issue will you choose?

The census is carried out by the Department of Commerce, a for profit corporation.

My fee to talk to corporations regarding questions about private information is $100,000 per occurrence, due and payable in advance.
