Reagan and daddy Bush were in power BEFORE the banks were deregulated by Clinton and he and Rubin cooked up the real estate bubble in the name of quota equal loans. The deal Clinton cut was that if banks would ignore qualification for loans, Clinton would deregulate the banking industry. So that is where it began and that is where it is STILL going on today.
