A possible reason for the Japanese canister and documents being different is 'Earth changes'.

Hell this site is riddled with such threads, but no correlation back to these unfolding events. They should be.

China may know exactly what is going to occur 'land mass wise', and if the sea between Japan and China is raised, then they will be land locked neighbours.

Imagine knowing how the continents will look after a major event like pole shift, or mega tectonic plate shift/uplift?

You could give people a guide on what to do before hand, and how to sort things after the event.
