The only reason they'd use a nuke is to get everyone on their side.

WWIII will be using Scalar/5th generation weapons. Weapons we don't even know about (officially).

Nukes are like throwing a ping pong ball into a room covered with other ping pong balls on mouse traps. The first nuke goes of and triggers 3 or 4 more ping pong balls. Those 3-4 trigger another 20 until you finally arrive to a point where all ping pong balls have been set off from their mouse traps.
This is a nuclear exchange.
Once the genie is let out of the bottle, there is nothing that will prevent a total deployment of all nukes because there is nothing to lose after the first few ping pong balls are triggered.

Fighting a World War with nukes is going to be like fighting the last war ... and generals who try to fight a current war with the last war's technology and weaponry tend to lose.

Battleships were the kings of sea warfare ... up until Dec 7, 2941 when suddenly everyone who was in denial woke up and realized aircraft carriers and submarines were the new powerhouses in naval warfare. Sure Battleships hung around in a useful role for another 35 years, but their STRATEGIC Importance was gone ... they just had a tactical importance after that.

Ditto cavalry in WW-1 when it ran up against machine guns and massed artillery.(the US Civil War had already shown that cavalry was dying as "THE" military weapon on land, but the European nations refused to acknowledge it's death until they sent a few hundred thousands to their personal deaths via completely failed cavalry charges - oh and Poland kept it's cavalry up until their being invaded by Germany in 1939 which they used to try to stop tanks ... how quaint)
