Well I just watched the full episode. For those who haven't, it ends by the whole surveilance technology being dismantled. That in turn ends the Queen of England's favorite reality TV show.

It was an attempt to downplay the move towards a police state by calling the whole thing a reality show called "The American Oafs".

Actually that is the number they use in movies/tv specifically just for that. The numbers range from 555-0000 to 555-0199. I can't be certain but I don't think those numbers exist within normal area codes.
