OP, I was going to suggest that it might be the gas-blower from a "manned" hot-air balloon? I'd report it to authorities ASAP!....there may be ppl stranded at sea from downed hot-air balloon!? Might've run into bad weather up there with high winds that could've ripped this thing off of a balloon causing the basket and occupants to "plummet"!?
