It's in the gray area of creating life from life that already exists (copies of bacteria). So many couples could say they created life every time they procreate, in that case man has created life for millions of years. It would be interesting to hear about man actually "creating" life, not just copy and alter existing life. Take some raw elements ... carbon, hydrogen, oxygen ... and create a living organism.
