That's actually a trick question and was quite popular back in the day, since no one is actually buried there - Grant and his wife are both entombed there however.

They should build stadiums underground. Since it is public funds, why not build something useful for civil defense. An underground stadium would be useful in the event of war, solar storms, catastrophes of all varieties.

With underground stadiums, they could put big signs in the parking lot informing people to go to the stadium in the event of earthquakes, pandemics, alien aggression, interplanetary impact, supernova, ice age, nuclear catastrophe, bioterror, and nanotech robot attacks.

Signs should use icons because nobody will read a big long wordy sign. Just put some pictures on it. They would also make excellent FEMA camps.

Or, in the event of levees failing and the city being flooded, they could all run to the stadium and wait for supplies to arrive.
