(and the picture on page 12 seems to show them installing vent ducts) The "pipes" could also be for the window washing scaffolds or for some other construction/maintenance project. To me - those would most likely be for ventilation. Which would match to the photo on page 12 of that forum. Another option for your "pipes" - lighting.
