Trash is public property. Anybody can go through that, especially in a community dumpster. Any alphabet soup agency, any small time detective agency, anybody disguised as a can picker. I learned quickly to shred my documents when the crackheads were sifting through the dumpster for identity theft things.

They are also sifting through for those hazardous waste things, like the curly bulbs and cans of motor oil.
