Dissolve the gov's slowly, shifting the decision making process to the people. You do this by using (forums?) web technology to have a fair and open discussion that the new "government" will look over. The new government will be "civil servants" who give up the right to vote, however they are responsible for moderating the discussion and bringing new ideas from this first stage in the decision making process to the polls. Could be called up to serve in the same way as jury service and could last any length of time. They should be Paid the average wage. The first stage is a open conversation using a thumbs system to allow the major consensus to shine through. The moderators keep watch to ensure a level of stability and (new world;) order. This is where anyone can have a say on X subject, and this can be refined by the user as to what areas s/he finds of interest. Say the forum throws out an idea about the police force, the feasibility of incorporating this will be looked a by all the relevant professionals, and all of their results posted for all to scrutinise further. Now we have the question of do we really want this? This is where we hit the polls. Say this idea would only affect the Greater London area all of the people who live in this area will be invited to vote on the subject. If it passes then it should be cleared by the majority as not a waste of money or the area is being too over indulgent. A secure login system incorporated into the pre existing structure of passport/driving licence style identification techniques will ensure this is real people that are voting. All of the conversations will be forever recorded so future generations can study and evolve from this knowledge. No one has to identify themselves on the forum if they do not wish, but they do have to be authenticated into the system as a person. Transparency throughout will boost everyone's confidence in the system and participation is almost guaranteed when people realise this is a good way to empower them to be a part of the decision making process. This will cost A VERY VERY SMALL FRACTION OF THE COST OF ANY EXISTING GOVERNMENT. This would be much fairer and so much more productive. Once this is sucessful in one place the rest will soon follow. In this way people the world over can start to understand and relate to one another and if you are not happy in the country you are in you can see the views of the others and move yourself accordingly, no hassle. Of course all of this would be useless in the current set up and we would need to agree on new laws, new geographical and "political" boundaries to suit the needs of new system. There are hundreds of different ways this could work and if we get this idea out there it might be possible to make it happen with a consensus that refines this idea into a much better one that the majority can agree on.
