scratch-off lottery scam?

I bought some instant lottery tickets and won 10 bucks. I tried cashing it at one place, and they said that the machine was not working. I tried cashing it at another, and they showed me where the machine said "previously paid ticket.", and it said that the ticket was cashed-in on July 2nd.
I bought the ticket, and scratched it off yesterday.
