I couldn't see anything to really tear apart in that report. One thing that's odd is the:

"I planned ahead" "My Assassination" "Gifford" and the possibility that she had befriended so mentioned shooter via their respective YouTube accounts. If it's a fact that she befriended that dude before the shooting, than it's even more disturbing as the quoted excerpt from the Federal Complaint basically states:

I planned my assassination ahead.

Nope, it is a State of Washington District of Columbia as it was never part of the original Republic of states United. It was made a state post civil war, after the Republic failed and the Federal Government became, by the acts of war in the Civil war, a military dictatorship.
