There should never be any question about "charges".

There should be a branch of law enforcement that sets up "sting" operations for this sort of thing.
Lone woman walking at nite....gets attacked....bang, bang..another thug less in the world.
Again and again.
Either they would get the message or they just get picked off one at a time.
This could be a big time job for the feds to put money into....a whole lot more productive than their "drug war".

I love to read these kind of heart warming feel-good stories.

As long as the first shot is justified...he probably said in the panic of the moment he just kept shooting. You dont know how you are going to react in a panic situation until your in it. You cant train for that. As long as the first shot was good the hole incident is good in most cases. I doubt he chased him down shooting at him calling him a spic.....He probably just shot 4 times fast as the guy was falling/turning.
