The public doesn't read these usually. If it was good evidence of anything, there would have been trials for all the coincidental drills before 911 and London 77. Now, anyone that has worked for the .gov will tell you it usually takes about 6 months to a year to approve a contract. They really must want these supplies bad for them to give a 6 day bid window ! Keep in mind this is just a RFI (Request for Information), so it doesn't mean they are actually going to buy these items any time soon. That said, I do live on the east coast and this does send a small chill down my spine..

The governemt occasionall purchased our product, so we watched the RFQ (request for quote) listings so we could bid. The RFQ list is a non-standardized mish mash of information. We would often run across humorous or even questionable listings. No doubt a vendor ran across this listing, thought it curious enough the make public. No big mystery

Maybe FEMA believes that no matter where an event might occur along the length of the fault, no more then 1/2 the population living in the potential affected areas would actually be affected. At least affected enough to require immediate aid Just a guess
