The Government has different money "pots".
FEMA is part of the government and probably has money that needs to be spent. You either spend it or lose it. This is just a way for FEMA to spend the money the goverment has allocated for their "pot".
As far as the government site that tells you to be prepared.... that has been there since Katrina... They just updated the year to 2011.
