No, if you are taking this seriously, which I haven't so far you must use an oven...if you heat from the bottom only on a stove you will have fluctuating temperatures.

Makes sense. That would insure the uniformity of the thermometer's and the water's temperature throughout their shared environment. Problem is we don't have ovens with the visibility so we can view such an event.
