Read the constitution. That is the AGREEMENT that Arizona came into the union under. If one party breaks the agreement (contract), the other has a right to take reasonable, logical action.

Can we cede Arizona to China to pay down debt?

Arizona gets $1.19 from the Federal Govt for every $1.00 its citizens pay in federal income tax.
So they could lose that .19 cents difference if the Feds decide to withold it.
Feds have threatened and cut money to states over seatbelt and drunk driving laws and the states ALL folded.
Even Texas balanced their budget on Federal Stimulus Funds last year.

The OP is bullshit - nullifying specific federal laws or regulations does not equal secession. Arizona residences and businesses will still pay federal taxes, they won't require papers to travel to another state, they will still receive federal aid, they will still allow residency from other states, they will still be under the scope of national defense.
