The magnetic poles and the axis of rotation of the Earth (aka geographical poles) are different. The small shift was in the geographical axis. The magnetic poles are moving all the time, that's why they need to correct the references in airports and maps from time to time if needed.

I doubt it, but frankly it doesn't matter to me because I know for a fact it didn't shift by any detectable amount, let alone 3 degrees (which would have put the NCP out of the field of view entirely several times over). The correct amount is about 2-3 milliarcseconds, which is less than a millionth of a degree.
