It's far more likely that there's been an eye on it for quite some time and that only in December was its discovery unceremoniously released with this amateur astronomer given credit. For instance, determining the orbital parameters and projected path of a December-discovered comet is not left to the whim of some amateur buying time at the New Mexico observatory and then released to the public right away. The information was put together well ahead of the public 'release date'.

The fact that there has been no real official announcement from NASA or other world space agencies/astronomical observatories is a sign that they don't want the larger public to know about it at the moment. Considering what we're seeing erupt on Saturn right now as it approached and passed in the region of the planet from December to today, this may be for good reason.

The only mainstream mention of it that's out there is a brief paragraph at the end of a Guardian article dated Jan. 17th.
