Very interesting.

I think one should tag this as "Illinois SB 136" so that it can be distinguished from say, "Kansas SB 136". Just saying, it would be a decent enought thing to attach a State's Name to their own bills... when we all go to discuss it. Just a thought.

Perhaps even better would be, "Purposed Illinois SB 136".

The State does in fact have a responsibility to see to it that all the children that the Parent's of that State have entrusted to its schools receive a top notch education. But that is where the State's responsibility should end.

The State by setting up and funding Libraries for instance works under a 'general well-fare' clause, in that "private schoolers", "public schoolers", and even "home-schoolers" have access to the resources of such State (and even County funded) libraries and other educational materials... as does the Private Individual.

I find it interesting that the most private of all schooling, that done by the family at home, now has to be called by the term "Home Schooling" because the term "Private Schooling" was already long ago co-opted. The so called "Private Schools" should really be termed as "Commerical Schools" or even "Industrial Schools", and Parochial Schools should really be relabeled as "Religious Schools"... but alas, I am not in control of the dictionaries and public lexicons being used by those that come up with such terms and their definitions for public consumption and circulation.

There is a difference in concept and scope better the Federal Government and that of the STATES.

The registering of our children as to what sort of school they are in is just another aspect of the "States power to call a census"... yet it is more than mere head counting.

Again the entire issue falls under the domain of the 10th Amendment. Most often the phrase, ".. or to the People" is not megaphoned to the skies when one hears the discussions of the 10th. The STATE government only has that grant of Power explictly granted to it by the People of that State as found in the State's Constitution... of course there are also Prohbitions upon that State government laid down in the US Constitution as well.

Not being a 'resident citizen' of the State of Illinois, I can only hope and pray that the 'resident citizens' of that State see to it that these forms of bills are very closely examined and considered piece by piece as to the unintended consequences upon the life, liberties, and pursuit of happiness of those 'resident citizens'.
