I think it means that they believe they are right. They pretty much know that they are right, or believe it in their own minds. They hope you agree, but maybe you aren't expected to agree with them.

But they are "just saying" meaning that it isn't like they hit you or something. You aren't supposed to react with anger at mere words.

It seems like a bad excuse to me.

I mean, someone can call you anything they like, but if they follow up with, "Just sayin'" that is supposed to give them free reign.

But words can hurt and words can start fights.

When I was a kid it was "Can't you take a joke?" Or "Just joking"

But no, it wasn't a joke. That is what you think of me. It isn't funny. It isn't a joke. No I am not laughing. You meant to hurt me, and you did. It wasn't a joke. If that was a joke then no, I can't take a joke.

How about "period", like "Blah blah blah PERIOD!!!!!". Why would you write a period, and put seven exclamation marks after it?? Why would you SHOUT PERIOD at the end of a sentence? It's as dumnass as waggling your fingers around to pretend that you are using quote marks.
