the graph you show is merely a measurement of how much the Earth's magnetic field varied in the Alaska region, nearly half a day before the Auckland quake.

I know HAARP has the capabilty to cause quakes, floods,etc. However, why would a government use technology to cause such destruction to an already decimated globe, an already decimated food supply and a sinking economy. Why would the government use HAARP on the agricultural belt of the US? It's already reeling from the past years drought, and localized floods. They would only be hurting themselves, so I find this highly unlikely.
