You want to get something bigger than a Newspaper on the guy, it's 90% likely the cops will scold him and leave and then your just even larger on his hit list.

Do the right thing, get your camera set up and leave a steaming pile of shit inside the paper so it falls all over him when he picks it up..or something to that effect.

If you really wanted to get rotten about it you catch him in the act and crack him upside the face with bat and stick a knife in his hands, say you caught him stealing the paper and he freaked out and tried to kill you, have a flase witness.
