Does anyone here know if binary data can be transmitted at 0.0001 Hz?

It scanned Up to 7.5Hz then proceeded to scan down to 0.0001 Hz where it locked on to a signal. Binary data signal. What could it be from? WHAT KIND OF ANTENNA/AMP DO YOU USE ? IS IT A DIY TYPE?
