My answer to your question just completely disappered when I pressed 'Post'..Wth!? Nevermind. The jist of it was simply that the Moon is moving further and further out in it's orbit of Earth rather than falling in toward us as you had wondered. They say that in the past the Moon was alot closer to Earth which for many throws up all manner of different questions and possibilities. But to sum up your question as to whether we are blasting rockets at it to keep it away,no..we'd be better tethering Earth to the Moon before it reaches the critical point where she flies off into her own Solar Orbit leaving us to spin wildly out of control.
