It's the speed along the parabola in relative distance to the earth, not the linear velocity of the object.

When the asteroid reaches 0km, it will be at it's closest distance to the earth before leaving in an outbound trajectory.

Its not, once it runs parallel to earth its approach speed will hit 0 at closest approach. I was puzzled earlier also.
