If this is the case then why is the evacuation zone so big? I know it is mainly for precautions but maybe this is to stop wide-spread panic and unrest.

WHO is not psychic. I think they are trying to keep the freak-out factor low. I live in Utah and see "up-winder" victims. I've never lived anywhere where cancer was so common. So I'm freaking a little.

This is definitely the NUCLEAR DOOM people have been waiting for, no escaping this for the Japanese. I will keep my fingers crossed they keep it under control.
