Yes, it's fallout that is the risk in the west, not direct radiation exposure. The risk is being greatly exaggerated. It would take a complete meltdown and nuclear explosion at the plants (unlikely, though possible) for any need to do more than be cautious and watchful.
To cut through the hype you can ask Wikipedia what a "sievert" and a "rad" are. This will give you some idea what levels are being talked about. And note that it depends on the time period involved.
Big note - "millisievert" and "microsievert" are not the same thing (as TV news anchors seem to think) - but a factor of 1000 different. Check it out. Understanding is power to control your own fate.
