She is referring to studies showing that exposure to small amounts of radiation have had the unintended consequence of actually lowering the statistics on cancer for some groups of people. I am assuming this might equate to simulating medical radiation treatments.

The big problem with all this is that nobody in their right mind is going to sit still for an uncontrollable and unpredictable amount of radiation on the off chance that it might prevent them from getting cancer later. Because it might not! More likely it will cause cancer and other problems.

I don't know where her head is at; maybe she is just grasping at straws or demonstrating a warped sense of humor.
