Obama is not a is not a "weak" President, it's just that everyone was used to Bush acting unilaterally whenever he saw fit. It's two different strategies of foreign policy, one is a Neoconservative, whilst the other tries to utilize institutions, such as the UN or NATO to achieve their goals. Would Obama appear "strong" by acting alone, and sending the US forces to fight another battle without backing by the international community? I think not.
