Hope not, if there is a higher unseen power then the worlds royalty the the " puppeteers " are not in the open. But i am not convinced that she is not high enough to be called just a minion. Everybody has high a moral code but its their own moral code and that can differ from person to person. I still think she is more in the MINION category rather than a leader....
