Maybe 19inch of snow but no one in ca got anywhere close to 19 inch of rain. Not even over the whole weekend of storms

Sure but that doesnt mean we got 19 inch of rain if we had it would of already had been flooded. It can flood with 3-6 inches of rain and thats about what we have gotten a little more in the coastal foothills.
