So it's illegal to make a personal currency? So would stores that offer in store credit be breaking the law? I'm so confused.

Any time you automatically accept the opposition as the final authority and ultimately entitled to make the rules to their satisfaction you will never win against them. The only remaining discussion is how fast you will lose the game. At some point someone forgot that they were appointed as public 'servants'. The real problem is the public serant sector has a different culture from what used to be the public culture. As culture is a unique perception of reality, no two seperate cultures may coexist for long, one will win and one will die.
