My brother drinks quite a bit more than I do. And, like I said, he talks a lot. Verifiable verbal diarrhea. I've heard this one about 6 or 7 times now.

Also, bear in mind that my memory might not be 100% on every detail. It just occurred to me that he might have said "they plan to evacuate everyone within 200 miles of the border", and not KM. I guess my brain just works in metrics?
