i don't know the technical term for these devices however TPTB are proving they can alter anyone at anytime by doing this on air more than one occasion.

These Brain Fry Guns shoot an electronic frequency into the subject that then scrambles the brain causing them to speak foolishly and make no sense.

Wait until they activate entire cities with this technology. That will be fun!
